Fred Hiffa

Managing Director

Fred Hiffa brings over 30 years of government, political consulting, and lobbying experience to his role as one of Park Strategies’ managing directors. Mr. Hiffa has experience in every major sector of the transportation industry, including highway construction, aviation, rail, and transit. He has also worked extensively assisting our clients with New York State’s complex energy, mining, and environmental regulatory compliance and siting processes. Among Mr. Hiffa’s primary responsibilities is providing legislative and strategic advice to one of the state’s largest transportation practices.

Prior to joining Park Strategies, Mr. Hiffa was a partner with Ostroff, Hiffa, and Associates. Before that, he served in senior positions in New York State’s legislative and executive branches. Mr. Hiffa served as First Deputy Commissioner of the New York State Department of Transportation (NYSDOT). In this role, he managed project selection and delivery for the department’s $4 billion annual budget including funding for highways, aviation, rail, ferry, and transit programs. He also has considerable expertise analyzing and merging economic and polling data, and he has managed over 50 political campaigns in New York. Mr. Hiffa has regularly been named to City & State’s Construction Power 50 List and Transportation Power 100 List.
